SUMMARY:

Operation of the Cleveland Port Authority debris clean-up vessels, Flopsam and Jepsam, as part of the Cleveland Harbor District (CHD) Team. Responsible for safe removal of debris from the waters of the CHD, crew, mission, vessels, and assistance with PHASTAR operations and maintenance. Training and mentoring of Davis A&M Students via underway maritime instruction. DUTIES AND

RESPONSIBILITIES:

• Follows underway and shoreside tasking given by Lead Captain as part of the Cleveland Harbor District team and conducts daily field operations. • Vessel operator who ensures adherence to USCG Rules of the Road and applicable COLREGs • Records daily logs, including documented before and after conditions of serviced areas. • Responsible for operational and routine maintenance requirements for Vessel systems (including mechanicals, fueling, safety, navigation equipment, and communications). • operate mini excavator on board Flotsam. Safely scoop and lift floating debris out of water and place load in trash receptacles on-board sister vessel. • Assist with movement of debris from vessels to onshore disposal dumpsters. • Knowledgeable about the functions and operations of all mechanized equipment (engines, pumps, etc.) on or in the vessels. • Ensure fluid and grease requirements on equipment. • Knowledgeable about basic underway damage control procedures. • Conducts a Risk Assessment prior to getting underway and communicates with PHASTAR Director of Operations. • Responsible for safety and conduct of passengers and crew. • Maintains positive relationships with other entities in the maritime industry i.e.: USCG, maritime public safety agencies, commercial maritime business, recreational boaters, etc. • Provide underway seamanship training for student crew members. • Follow maintenance schedules for PHASTAR’s vessels and maritime equipment. • Maintain all statutory requirements for certifications. • Attends classes, training, meetings, events deemed necessary by PHASTAR Leadership • Maintains a positive relationship with Davis Aerospace and Maritime High School staff and students. • Performs other duties and responsibilities deemed necessary by PHASTAR Director of Operations. Ability to write routine reports and correspondence. •Computer Skills – To perform this job successfully, an individual should be proficient in personal computer skills including electronic mail, record keeping, routine database activity, word processing, spreadsheet, graphics, etc. •Other Qualifications: USCG Merchant Mariner Credential/25GRT Masters required, DOT Drug Testing.

PHYSICAL DEMANDS: While performing the duties of this job, the individual must be able to remain in a stationary position for extended periods of time while operating their computer and performing office work. The individual needs to occasionally move about inside the office. They constantly operate a computer and other office productivity machinery, such as a calculator, copy machine, fax machine, and computer printer. They must be able to exchange accurate information with customers and others in the office while interacting. The employee must regularly lift and /or move up to 15 pounds, occasionally lift and/or move up to 25 pounds. The individual must be capable of reviewing their work for errors and make adjustments as necessary.

WORK ENVIRONMENT: While performing the duties of this Job, the individual is occasionally exposed to moving mechanical parts. The noise level in the work environment is usually low to moderate. Individual will wear Personal Protective Equipment (PPE) as required. During warmer months the required PPE may cause the employee to be very warm while working. The individual may be exposed to wet and/or humid work environments.
